In the regional cooperation of the Belt and Road Tourism in Guilin has a unique advantage. As a landmark city of tourism in China and leader of reform and innovation in the regional tourism circle, Guilin is well positioned as the regional and cultural tourism center and it represents a choice destination for international tourists.
The party committee and government of the Guangxi autonomous region place a high priority on the establishment of the Guilin international tourist destination. This aims to accelerate the transformation and upgrading of the tourism industry, deepen the integration of tourism and cultural development, and constantly improve the quality of tourism in Guilin.

Developments in the Transportation Industry
In a bid to boost the influx of international tourists, Guilin ports have implemented a 72-hour transit visa-free policy to citizens of the United States, Germany, Britain, Argentina, and other 48 nations. The committee also implemented a six-day visa-free entry policy to the tour groups from the Association of Southeastern Nations (ASEAN) 10 countries. Guilin is the first prefecture-level city that has approved the above-mentioned policies in the country.
On 28th December 2013, the first high-speed rail from Guilin to Beijing was launched making Guilin the first city to enter the era of high-speed rail in Guangxi. On 24th of December 2014, the Guiyang-Guangzhou rail was also launched and this high-speed rail commutes travelers within two and a half hours from Guangzhou to Guilin. In addition, Guilin has now formed a high-speed railway network with access to Guangzhou, Beijing, Guiyang and Nanning.
According to the Guilin Tourism Development Committee, the ASEAN 10 countries are the important hubs of the 21st-century Maritime Silk Road and the important short-range overseas source market for Guilin. In the future, the city will, in accordance with the plans of the National Tourism Administration, exploit the unique advantages of Guangxi and the ASEAN countries to build a platform for cultural tourism exchanges and cooperation between China and ASEAN and other nations as well as regions alongside the Belt and Road.
The 13th Five-Year "Plan"
The City Development and Reform Commission organized the Guilin Strategic Emerging Industry Development" the 13th five-year "Plan (hereinafter referred to as "Plan"). According to Rao Jiang Deputy Director of the Municipal Development and Reform Commission, Plan proposed the following development goals for key industries in Guilin by 2020: over 30 billion yuan for the information technology industry'; over 15 billion yuan for the new energy energy conservation and environmental protection industry, over 15 billion yuan for the new material industry over 30 billion yuan in big health and over 10 billion yuan in intelligent equipment manufacturing.
Key Industrial Developments in the Future
The national high-tech zone of Guilin will continue to expand the industrial development space which includes the goals of upgrading the Informational Industry Park Talent Science and Technology Park and Tieshan Industrial Park establishing the Huajiang Ecological Science and Technology Park the Optical Communication Industry Park, and the development of intelligent equipment manufacturing and new generation of information technology industries.
The economic development zone of Guilin will focus on the development of intelligent manufacturing big health new energy vehicles and a new generation of information technology industries. This is in a bid to upgrade to the national economic development zone to form the "two-wheel drive" emerging industry development pattern with the high-tech zone in the central city. Linkong Economic Zone will pay attention to aviation equipment modern service industry as well as introduce and cultivate a number of new industries and enterprises to form a basic framework by the end of 2020.
Lingchuan County will speed up the construction high-speed rail economic zone cooperation pilot area (Guangxi Park) of Guangdong-Guangxi-Guizhou. In the radiation development area Xing'an industrial concentration area will focus on building a photovoltaic industry park Yanshan low-carbon economic zone will use the advantages of science and education resources to create a development platform for public entrepreneurship and innovation with rich wind energy resources Longsheng Ziyuan Xing'an Quanzhou Guanyang Gongcheng will focus on the establishment of wind power base in northern Guilin and Yangshuo Yongfu Lipu will connect with Guilin international tourist destination to vigorously develop the big health industry.

桂林口岸对美国、德国、英国、阿根廷等51个国家公民实施72小时过境免签政策和对东盟10国旅游团实行6天入境免签政策，是全国首个获批上述政策的地级市。目前，免签政策已开始实施。与国内外友好城市、旅游城市签署的旅游区域合作协议为建市以来最多，2013年12月28日，桂林至北京西的首趟高铁列车开通，桂林在全广西率先迈入高铁时代。2014年12月26日，贵广铁路全线开通运行，广州到桂林乘坐高铁，最快两个半小时即可到达。桂林目前已形成拥有通往广州、北京、贵阳、南宁4个方向的高铁路网，是广西通往周边省会城市最便捷的城。桂林市旅游发展委员会负责人介绍说，东盟10国是“21世纪海上丝绸之路”的重要枢纽，也是桂林市重要的近程海外客源市场。今后，该市将按照国家旅游局的部署，发挥广西与东盟国家陆海相邻、旅游合作交流密切的独特优势，进一步为中国与东盟等“一带一路”沿线国家和地区的文化旅游交流合作搭建务实平台。
市发改委组织编制的《桂林市战略性新兴产业发展“十三五”规划》(下称《规划》)出炉了。市发改委副主任饶江介绍说，《规划》提出2020年全市重点产业发展目标：新一代信息技术产业300亿元以上，新能源与节能环保产业150亿元以上，新材料150亿元以上，大健康300亿元以上，智能装备制造100亿元以上。
桂林国家高新区将继续拓展产业发展空间，做大信息产业园、英才科技园、铁山工业园等三大园区规模，建设花江生态科技园、光通信产业园等专业特色园区，重点发展智能装备制造、新一代信息技术等产业。桂林经开区重点发展智能制造、大健康、新能源汽车及新一代信息技术等产业，争取升级为国家级经开区，与高新区形成中心城区“双轮驱动”的新兴产业发展格局。临空经济区重点在航空装备、现代服务业等领域引进和培育一批新兴产业企业，争取到2020年末框架基本形成。灵川县加快建设粤桂黔高铁经济带合作试验区(广西园)。辐射发展区域中，兴安工业集中区重点打造光伏产业园区;雁山低碳经济区利用科教资源优势，为大众创业万众创新提供发展平台;龙胜、资源、兴安、全州、灌阳、恭城等风能资源较为丰富的地区重点发展风力发电，建设桂北风电基地;阳朔、永福、荔浦等县结合桂林国际旅游胜地建设，大力发展大健康产业。
